The President’s Strategic Priorities

President Hassan Sheikh Mohamud has outlined three overarching strategic priorities that define the direction of Somalia under his leadership.


Peace & Security

Priority 01

Peace, Security, and Justice for All

Restoring and sustaining peace remains the cornerstone of the President’s vision. The President is committed to completing the liberation of territories under terrorist control, stabilizing newly liberated areas, and building a professional and accountable national security architecture.

Strengthening judicial institutions and ensuring their independence is vital for restoring public trust. The finalization of the Provisional Constitution lays the legal foundation for national unity, federalism, and equitable governance.

Economic Growth

Priority 02

Economic Growth and Human Development

Somalia’s economy, though full of potential, remains burdened by poverty and youth unemployment. The President’s vision centers on rebuilding infrastructure, expanding productive sectors, and promoting innovation, entrepreneurship, and investment.

Education, healthcare, and social services are essential to ensuring that growth is inclusive and sustainable — ensuring that every Somali has access to essential services and opportunities for advancement.

  • Expand roads, airports, ports, and energy systems
  • Modernize agriculture, livestock, and fisheries
  • Promote job creation for youth and women
  • Reform public financial management
  • Expand access to education, healthcare, clean water
  • Strengthen anti-corruption frameworks

National Unity

Priority 03

National Unity and Global Partnerships

Somalia’s future depends on both internal transformation and global engagement. This pillar focuses on consolidating national unity through federalization and reconciliation, while elevating Somalia’s position on the regional and global stage.

The President promotes a balanced and proactive diplomacy that reflects Somalia’s sovereignty. This includes resuming talks with Somaliland, strengthening ties with international and regional organizations, and engaging the Somali diaspora as an invaluable resource.

  • Deepen federalization and intergovernmental cooperation
