The office of the President, Federal Republic of Somalia was established with the proclamation of the Republic of Somalia on 1st July 1960.The President of the Federal Republic of Somalia is elected for a term of office of four years. The term of office of an incumbent president continues until a President-elect takes office.

On assuming office, the president-elect takes the oath before the parliament; “I swear in the name of Allah that I will perform my duties honestly and in the best interest of the Nation, People, and the Religion, and that I will abide by the Constitution and the other Laws of the Country.”

The president is the head of state and is the commander-in-chief of the Somali armed forces.

The President of the Federal Republic of Somalia’s roles and responsibilities as stipulated in the Constitution include:

  • Appointing a Prime Minister who then forms the government.
  • Assents to draft bills approved by parliament, then the bills become laws.
  • The appointment of the chairman of the Constitutional Court, the High Court, and other judges at the Federal Government Level in accordance with the recommendation of the Judicial Service Commission.
  • The appointment of Ambassadors on the recommendation of the Council of Ministers.

1. His Excellency Aden Abdulle Osman (1960–1967)

“Aden Adde” – The Founding Father of the Somali Republic
🗓️ Born: December 9, 1908 – Died: June 8, 2007

H.E. Aden Abdulle Osman was elected as the first President of the Somali Republic on July 1, 1960, upon the unification of British Somaliland and Italian Somaliland. A founding member of the Somali Youth League (SYL), he championed democracy and national unity.

He became Africa’s first post-independence head of state to peacefully transfer power through democratic elections. His integrity and humility laid the ethical foundation for Somalia’s political identity. Mogadishu International Airport is named in his honor.

2. His Excellency Abdirashid Ali Sharmarke (1967–1969)

🗓️ Born: June 8, 1919 – Died: October 15, 1969

A skilled diplomat and nationalist, H.E. Abdirashid Ali Sharmarke served as Prime Minister before being elected the second President of Somalia. A graduate of Sapienza University in Rome, he was known for his diplomatic finesse and intellectual depth.

His tragic assassination in 1969 cut short a presidency focused on economic development and nation-building. His legacy remains etched in Somalia’s early democratic foundations.

3. His Excellency Major General Mohamed Siad Barre (1969–1991)

Following the 1969 coup, H.E. Mohamed Siad Barre established the Supreme Revolutionary Council and declared Somalia a socialist state. He led extensive campaigns in literacy, infrastructure, and centralization.

Despite early modernization efforts, his later rule was marked by repression, civil conflict, and the collapse of central governance. He remains a pivotal and controversial figure in Somali history.

4. His Excellency Ali Mahdi Mohamed (1991–1997)

🗓️ Born: January 1, 1939 – Died: March 10, 2021

H.E. Ali Mahdi Mohamed was named President following the fall of the Barre regime. While his authority was limited by factional conflict, he represented Somalia in early peace initiatives and transitional talks.

His calls for reconciliation and dialogue reflected a desire for unity amidst national fragmentation. He passed away in Nairobi and was honored with a state funeral.

5. His Excellency Abdiqasim Salad Hassan (2000–2004)

🗓️ Born: January 1, 1941

Elected during the 2000 Somali National Peace Conference in Arta, Djibouti, H.E. Abdiqasim led the Transitional National Government (TNG). His administration worked to restore governmental functions, reinstate national symbols, and build international trust.

He prioritized state legitimacy and was the first to base his administration in Mogadishu since 1991.

6. His Excellency Abdullahi Yusuf Ahmed (2004–2008)

A founding figure of the Puntland State and former military leader, H.E. Abdullahi Yusuf was elected as the first President of the Transitional Federal Government (TFG). His leadership re-established federal structures and reinstated government presence in the capital.

Despite civil unrest, he succeeded in relocating the government from exile back to Somalia. He resigned in 2008 and passed away in 2012.

7. His Excellency Sharif Sheikh Ahmed (2009–2012)

H.E. Sharif Sheikh Ahmed emerged from civil society and Islamic governance leadership. As President of the TFG, he oversaw the adoption of the 2012 Provisional Constitution, strengthened collaboration with AMISOM, and expanded government authority beyond Mogadishu.

His administration laid the foundation for Somalia’s transition into a permanent federal government.

8. His Excellency Hassan Sheikh Mohamud (2012–2017, 2022–Present)

H.E. Hassan Sheikh Mohamud is a prominent Somali academic, educator, and peacebuilder who made history as the first Somali President elected to serve two non-consecutive terms.

A co-founder of SIMAD University and long-time civil society activist, his leadership has consistently focused on reconciliation, institution-building, and federalism.

During his first term (2012–2017):

  • Oversaw the establishment of the Federal Government of Somalia, ending transitional status
  • Advocated for inclusive federalism, political dialogue with regional states, and economic reform
  • Prioritized security sector reform, constitutional review, and relations with the diaspora

In his second term (2022–present):

  • Has focused on confronting terrorism through “Operation Black Lion” and joint federal-regional security operations
  • Strengthened international partnerships and reasserted Somalia’s sovereignty in global forums
  • Advanced the path toward debt relief, WTO accession, and direct electoral reform
  • Emphasized national unity and reconciliation, reaffirming Somalia’s democratic commitments

Under his leadership, Somalia continues its determined journey toward peace, statehood, and progress.

9. His Excellency Mohamed Abdullahi Mohamed “Farmaajo” (2017–2022)

H.E. Mohamed Abdullahi Mohamed, commonly known as “Farmaajo,” brought to the presidency a technocratic vision grounded in accountability, fiscal reform, and military revitalization. A former Prime Minister, his government implemented security reforms and introduced electronic payments for civil servants.

While his tenure was defined by infrastructure investment and debt relief progress, it was also marked by institutional friction and contentious electoral processes. He transferred power in 2022, reinforcing Somalia’s democratic path.
